Definition
Prohibitions and Restrictions, commonly known as Lartas, is a term used in the field of Export-Import or international trade. In the activities of exporting and importing goods, not all goods can be exported or imported freely; some goods are restricted or even prohibited and require special permits, all for the purpose of protecting national interests.
Legal Basis for Lartas Goods
The Minister of Finance in (PMK) No. 161/PMK.4/2007 JO PMK No. 224/PMK.4/2015 and PMK No. 141/PMK.04/2020, which regulate the provisions for Lartas goods, defines Lartas as goods whose entry into or exit from the customs area (import-export) is prohibited or restricted.

List of Common Import Restricted Goods (Lartas) in Indonesia
Below are several categories of imported goods that fall under Indonesia’s restricted and prohibited import regulations (Lartas) and are commonly monitored by customs authorities:
1. Cosmetics and Skincare Products
Cosmetics and skincare products must obtain a distribution permit from BPOM before they can be marketed in Indonesia. The licensing process includes laboratory testing, ingredient verification, and inspection of Indonesian-language labeling to ensure the products are safe for consumers.
2. Children’s Toys
Imported toys are required to comply with the Indonesian National Standard (SNI) issued by the Ministry of Industry. This certification ensures that the toys are safe, meet quality standards, and are free from hazardous substances such as lead.
3. Electronic Products
Electronic goods such as gadgets, household appliances, and industrial machines must have postel certification from the Ministry of Communication and Information Technology, along with EMC (Electromagnetic Compatibility) testing. These requirements ensure that the products are safe to use and do not interfere with other electronic signals.
4. Medical Devices
All imported medical devices must receive a distribution permit from the Ministry of Health. The approval process includes quality assessments, safety testing, and functionality validation before the products can be used by the public or medical institutions.
5. Certain Chemical Substances
Some chemical substances are categorized as restricted imports due to their hazardous nature, including flammable, toxic, or corrosive properties. Examples include formaldehyde, sodium cyanide, toluene, xylene, sulfuric acid, and nitric acid, which are commonly used in industries such as textiles, mining, fertilizers, and metals.
To import these chemicals, importers are generally required to provide:
- MSDS (Material Safety Data Sheet) from an official manufacturer
- Proper HS Code classification
- Technical permits from related authorities such as the Ministry of Industry, Ministry of Environment and Forestry, or Ministry of Health
Due to their high-risk nature, the importation of chemical substances is subject to strict government supervision and regulatory compliance.
6. Used Clothing
Used clothing is classified as a prohibited import item under regulations issued by the Ministry of Trade. The restriction is intended to protect public hygiene and health, as well as support the domestic textile industry.
7. Food and Beverage Products
Processed food and beverage products must obtain a distribution permit number from BPOM. Products are also required to include Indonesian-language labels, nutritional information, and must not contain prohibited additives.
8. Medicines and Supplements
Medicines and dietary supplements must be officially registered and approved by BPOM. The registration process involves testing for product safety, quality, and effectiveness before the items can be distributed in Indonesia.
9. Steel, Textiles, and Textile Products
Certain steel and textile products require an Import Approval (PI) from the Ministry of Trade. In some cases, imports are also subject to quota limitations. Verification is typically based on HS Code classification and annual import volume.
10. Weapons, Ammunition, and Explosives
These items are categorized as highly restricted goods and cannot be imported freely. Importation is only permitted for authorized institutions such as the military, police, or other approved agencies under strict government supervision.
